What causes pulsing STAT pins on MCP73837T-FCI/UN?

Pulsating STAT1 and STAT2 pins can be caused by hysteresis.

If the problem is exhibited by only a handful of boards, it is possible that there is a poor connection to the return (ground) pin. Check the solder or try to re-solder the device on the board.
