BLE stack - No scan results after scan command

Starting with version 1.23, when the RN4020 is an observer, it returns the full payload in the Advertisement Data packet. In previous firmware versions, the RN4020, when acting as an observer, only returns the Manufacturer Specific Data in the Advertisement packet.
