Can the MCP2210 be interfaced to a USB HID device?

No, it cannot be interfaced to a USB HID device. The MCP2210 only works as a USB HID device, so it needs to be interfaced to a host (or embedded host) supporting the same USB interface and sending to MCP the commands described in the MCP datasheet. For example, you can use the API available through the MCP DLL that you can download from the MCP webpage.
