Can USB2517 work at full-speed only?

Yes. In the USB2517 datasheet Revision 2.8, "Section 7.2.1.7 - Register 06h: CONFIG_BYTE_1", describes a bit named HS_DISABLE which disables the high-speed capabilities. This configuration option is available only using an EEPROM or SMBus Slave Port.
