Default PHY Address for KSZ9031RNX

Is there a default value for the PHY Address for the KSZ9031RNX?

At power-up, the KSZ9031RNX reads the PHYADx pins for the PHY Address. Since the device does not have internal pull-up/pull-down on its strapping pins, external pull-up/pull-down are needed. Otherwise, the latched-in strapping value is indeterminate (i.e., either high or low). This could result in different values at power up for the PHY Address.
