Can MPLAB X projects be opened from Windows Explorer?

No. MPLAB® X projects are defined by a series of XML and other files stored in a specific directory structure under the project's base directory. Therefore, there is no single file that may be double-clicked to open the project.

You must first launch MPLAB X IDE and then open the project from within the IDE.
