Why can't I program the Explorer 16 with a USB cable?

The Explorer 16 Development Board doesn't have an onboard programmer/debugger. You can use a PICkit, MPLAB® ICD In-circuit debugger, or an MPLAB REAL ICE In-circuit emulator in order to debug the microcontroller.
